Wrx will cost you less in maintenance and will see less hiccups in extreme cold weather conditions. Evo is simply way more fun and will also make your face larger from the all the smiling you will be doing from simply rolling onto the boost.
I don't reccomend a "cheap" Evo, unless you are mechanically inclined and can handle your own wheel bearing changes. The WRX's drivetrain is a little bit easier to work on and the parts also come at a lower price as well, but again, at the cost of not being in an Evo. Just make sure that if you're buying an inexpensive Evo ( doesn't mean a beat-up one, just one that costs less than others) make sure you have the moolah ready incase something on the car decides to go on a maternity leave.
Many of my buddies have owned Wrx's/STi's and they are great machines that have lasted a very long time in their abusive hands but they're just not as invigorating as the Evo is. Drive the **** out of both and make up your mind based on the feel of either car, and the depth of your pockets.
