I think it'll be best for you to leave it stock as it is. [:

For the street, I'd suggest Hankook V12 Evos - not very expensive, fantastic street performance, and relatively lightweight. Wheel-wise, pick one that fits without spacers and that's lighter than stock. In terms of size, 17x8 or 17x8.5 are great for street use. You see, the weight of the wheel/tire combo has a very noticeable impact on how the car feels to drive and the confidence it gives. My suggestions are meant to coincide with those constraints.

Yes.

There are 3 reasons to go with a 18" wheel. Fitting bigger brakes than stock and running a tire with a lower aspect ratio are the first 2 reasons. Neither is applicable in this case. The third reason is aesthetic preference; meaning, you like how they look. All things being equal, a 18" wheel is heavier and you have to decide whether slightly diminished performance is worth the compromise.

Oh know I love to get all the performance out of the car see my other car is a vw gti vr6 with 225/40/18 I love the way it holds I have toyo t1r on it. But I see if I put on the EVO the 255/40/17 is my best bet cheap and can find all over just I don't want to roll up the fender so that's my best way?

Depending on the offset, the wheel itself, and how much the car is lowered, you may not need to roll the rear fenders at all. If you don't mind my asking, why a 255/40/17 tire and not a 235/45/17 that would fit perfectly?

Your English is just fine. Don't worry about it.

A 255 tire will fit, but not optimally. It will be fine for the street. If the car isn't very low, you shouldn't have rubbing issues if you go with a relatively narrow tire like the V12 Evo.

Barring any unseen variables, 255 should fit fine on a stock car.

A cat back isn't going to do much by itself. Modding a IX for some extra power is very easy. All you really need is a MBC, a tune, and a TBE. Do you have a shop in the area the specializes in Evos?
