MBC = Manual Boost Controller. Many folks, myself included, prefer the Hallman.

TBE = Turbo Back Exhaust. It includes a downpipe, a high-flow cat (ie. HFC) or a test pipe, and a cat-back.

The tune will make or break the Evo, literally and figuratively. Boosted Tuning can help you with that at a very reasonable cost. The tune will optimize the mods for your particular Evo, improve its drivability, and allow the car to make more power safely. In terms of gains, MBC/TBE/tune on a IX is almost a night and day difference.
