The Few things you listed wont get you to 450HP to the wheels, switch to E85 or get and bigger turbo like an FP Red with supporting mods then you will have it.

if you want to keep the evo 9 turbo, you gona need: e85, bigger injectors, cams, licp, uicp, ported manfold and megan o2 housing.

if you want to upgrade turbos: fp red, cams, injectors.

I've seen an Evo 9 (stock turbo) with E85 and a few bolt ons hit 450 on a mustang dyno. If your sticking with stock turbo E85 is a must to reach that power level.

Seriously man, you're asking for everything for nothing. At this point I wouldnt blame anyone for flaming you.

People here are more than willing to give valuable advice, but stop trying to squeeze blood from a rock. (Saying?)

Shoot for 400 with some quality cams and every bolt on imagineable

Power costs money, no money, no power. Even a set of decent cams is $500, and if you can't install them yourself, you're looking at another $200. Going super cheap on parts will only end up costing you far more in the long run. Do it right the first time.

Here's a good start, keep going til you run out of money, than borrow some and keep going.
