My Evo also had the big hole drilled in the bumper cover. I went to my local hardware store and bought a plastic plug for $0.29. Painted it yellow using Mitsubishi touch up paint and popped it right into place without having to ream out the hole. You have to be within 6' to spot it. Front plates are required here in Iowa, but most cops only use it for probable cause to stop....if everything else is in order, most people are sent on their way. Hope that helps!

I have lived in CO for 14 years and have only been pulled over once for no front plate. None of my cars have ever had a front plate!

When I ordered my Evo I stipulated that they not mount the front plate bracket. By law they are required to mount it.... I guess they fudged that one for me as I found the mount in my trunk and no holes in the bumper.

I got a fixing ticket twice for not having a front plate in CA! Putting it on the window is not good enough for them. I guess CHP really needed the $$$!

I've gotten warning a couple times in my old GSX for having it in the window. But they only bothered me when they pulled me over for something else I was doing. I was speeding 72 in a 55 2 1/2 years ago. Cop pulled me over for speeding and *****ed about the license plate not being on the front.

Then I ordered custom license plates and didn't want that sticky **** from the temporary permit on my back window and my plates were expired, and porky pulled me over for that and told me to get the license plate out of the window and on the front of the car.

I personally think its really damn stupid. I hear they use the front license plate to better target your car with radar. I guess it reflects the radar back a lot easier. This is what I was told through the grape vine.

Having a front plate mildly improves things for Radar but it really helps with Laser. It is usually what they aim for.

I installed one of these after my last ticket. Expensive but it has already saved me once now.

I dont have a front plate.. Every car that I have owned never have a front plate but here in oregon they are required.. The cops just dont care for the most part... they tell you to fix it but thats it...

As for the holes in the bumper I went to the Honda dealership( I know its a honda place )
and when they get there cars in off the trucks they put these little black stopper things in them.. I went and got 2 of those and they fit perfect and now no unsightly holes
