i was minorly confused also, this is just an excerpt form an article i read of a first evo9 test. some how it is supposed to feed air into the IC/icpipe

Yes - interestingly alot of the magazines have conflicting info on stuff like this and the weight savings on the new wheels.

One source said that they were for cooling, another said - one side was for cooling and the other was not functional, etc.

I guess we'll get updates closer to release.

It all seems just a little bit hype.
It looks like it opens to the piping on both sides equally, but either way -
It does not look like it's providing any better cooling than the VIII.

i read in some article about the IX that the holes were for brake cooling but i forget which one so i guess this post doesn't help much...i'm almost positive i read exactly that though

The magazines have said they deliver air to the intercooler pipes, not into them. Nothing goes in the intercooler pipes, but I guess they aren't functional really, so they in theory could cool the intercooler pipes from the outside, assuming it's cold.

As far as I can tell, it sounds almost as if they're trying to justify a styling element they added to the bumper.

I highly doubt the stated functionality of the bumper holes. If it does what they say it does, wouldn't fully exposed intercooler pipes a la EVO 8 be more effective?
