the $90 cable does that need a laptop as well?

i don't see why there won't be a StreetTUNER or ProTUNER software coming out.

Yes, a laptop is needed...or at least some type of computer with a USB port that can run the software. A laptop is just the most likely method, although it's not necessarily required.
