quickest and cheapest way to get to 400whp?

There is a local guy here with an VIII, bolt ons and a Green that made ~430whp on a dynojet

His statement is very much an oxy moron - I want around 400 whp as cheap as possible but want good quality parts that are going to last.....

Depends on what type of driving you are going to do... if i had to do it all over again, I would immediatley start with a stroker motorhome and start doing the bolt ons from there.. I would much rather have 350 whp with closer to 400 torque when the bolt ons are installed. adding a stroker to this car is amazing to say the least.

Look at some of the companies websites to look at there staged products to see what they include and what type of power they make.

You've got ALOT to learn. My advice is that you should learn how a turbocharged motor works first (howstuffworks.com). Once you understand the basic physics behind how a motor makes power, then you will get a better understanding of what to modify - as well as a greater appreciation for each mod that you get installed.

As far as what to modify first, go here That should tell you everything that you need to know to start.

To answer your question on the difference between whp (wheel horsepower) vs. bhp (brake horsepower): whp is power that is getting to the ground. This is the most important number. Bhp, is the power that the engine is making at the crank (before it has goes through the transmission and all other drivetrain components). There is typically a 15-17 percent loss of power as it goes from the engine to wheels. That is why bhp is always a higher number than whp. Magazines and manufacturers use bhp, but no one really cares about that on these forums.

OK, BHP is the Horsepower rating of the motor. AKA horsepower at the crank, or flywheel. People advertise with this number because it is the highest rating; it doesnt take into account for drivetrain loss. I.E. an 03 evo from the factory is advertised as having 271HP and 276 Ft/lbs. That is at the crank.
NOW, WHP is the actual power at the wheels. It is the power that you are planting to the ground. Basically, the real power rating of the car. And for a stock evo, probably around 230.
So are you planning to get 400 HP at the crank, or at the wheels?

That's roughly 320 whp. A TBE (with a test pipe and tubular O2 housing) and a good tune will get you pretty close to that. Port the exhaust manifold and the hotside while the car is on the lift for the O2 housing. And if you can find a 10.5 hotside, that will help too. A LICP may help, but I've never seen solid evidence that it makes a difference. Cam gears will get you a few more HP. Since you've got an Evo 8, you'll need to install a Walbro or an Evo 9 fuel pump. Many people will recommend a cone filter, but I'm not a believer. Do all that, and you'll have 320 whp for sure.

i just went outside and looked at my car, i was lookin up downpipes, do downpipes come with exhaust if you by new exhaust? cuz the downpipe on my car looks almost brand new.

i have no patience and wanted the cheapest and best. im new to the car thing, but realized thats the wrong path, i know a little more now and i know im gonna need to be patient. but back to my other question,

do downpipes come with exhaust systems?

im trying to figure out what type of exhaust i have, it looks like the downpipe came with the exhaust, so does that mean tbe?
