RICH IDLE, tune doesnt fix

so my car when i start it up, idles at like 1800 rpms and the a/f ratio is lean like 17 range then when the car warms up it goes stupid rich, like 10s and 11,s, but never stalls out and idles around 1100. and it just stays there ALL the time, my tuner tried leaning it all the way out in the ecu and still stayed the same. when im cruising the a/f ratio is PERFECT runs great, pulls fine too, the only thing is when the car isnt fully warm and at cruising speed it just leans allll the way out and almost dies, but when its warm it doesnt do it anymore. im so lost

i checked my plugs, there fine
checked for boost leaks, all fine
cleaned the maf
deleted egr
cleaned throttle body
cleaned injectors, they where kinda gunked up from all the new gaskets and what not from motor break in

i just recently installed the following:
buschur 2.3 stroker
bc 272 cams
valve springs retainers
ported and polished head
and did a egr delete

other mods on car

walbro 255
shep trans and tcase
percision 1600 injectors
forge bov
injen ic piping
perrin test pipe and catback
unknown downpipe
****ty megan manifold
stock turbo (working on that)
and other mods that dont matter to the situation

a tune doesnt fix it, and i throw NO CEL CODES, except system too rich, and 1 in 200 times the idle will bounce around, for 10 sec or so the goes back rich

any help would be great, thanks

Bring it to a "Pro" tuner.

Minimum pulse width may need adjusted on injectors.. Tho probably not for 1600s. scalings are probably off...
