Maf IAT circuit operation

Can someone please explain the IAT circuit operation for the stock evo 9 mitsu maf. I've been trying to fix the p0113 cel for a couple weeks now, I've replaced the maf I had with a new working one still there, opened up the old one nothing was wrong with the circuit board. I did the resistance test between pins 5 n 6 and it checked out good there did a voltage test at the connector and the ecu and they're both seeing the same voltage. The voltage climbs as the engine warms up as it should as the voltage lowers with the increased air temps, but my car thinks its seeing a constant -40*c according to both my obdII scanner and evoscan. What voltage should I be seeing on the red-blue wire and the black ground during what starting conditions, and what should I look for in the mapping to confirm that it is receiving the correct data in the programming. Any help is much appreciated.

Anybody know how and where the maf is grounded, I kno it gets its ground from the ecu but where does it travel between the connector and there. According to the wiring diagram it looks like it grounds in with the cam pos sensor to the ecu.
