TPS issue. reads 91% at idle.

So i am having a problem with my TPS. I know its not the sensor since i swapped it out with a new OEM one. When i unplug the TPS my read out says its at 0% once i plug it in it goes straight to 91%. this is at idle. I am at a loss since this is kind of a weird issue. Has anyone here experienced this problem? or know what may be causing this?

Sounds reversed to me one way or another. Does it go down with throttle applied? Is this a new issue since the throttle body was off the car?? Or did it just spontaneously happen.

Is the setup stock? Or aftermarket/non-standard throttle body? Measure the voltage on the TPS, I assume you're seeing 4.5V+ (instead of say 0.5). Is the cable loose or actually overly tight? 180 degrees out? If it's for some reason on the reverse side from stock you'd need to rewire the +V and ground wires on the TPS (not a suggestion though unless there's a good reason to explain why you'd be doing that).

Just thoughts, we need more detail.

Its is a stock setup. and when plugged in it didnt go down when you pressed the pedal. it just went from 91/92 up to 95. I did figure out the problem.

I had the engine out for awhile and kept moving the harness around in the bay. somehow it frayed the wires. I just went to town and cut/soldiered and heat shrink tubing everything. it fixed the problem.
