NLTS issues on my 03 evo

No lift shift has not been working on my 03 evo since i have owned it. My car is fully built with a sheptrans and a fp red around 550/450 wheel.
My buddy's evo 9 se with a fp green around 400/350 works no lift shift no problem
Any ideas why mine is unable too?

Here is a pic of my settings

Seems like a silly question but do you have it enabled in tephra mods?

I've had two tuners look at it it while I've owned the car and they have no idea why it's not physically working.

Try changing your load and speed threshold to these. I just double checked mine and it works. RPM drop is 800 and TPS is at 85%. Let me know if this works.

Check to see if you have a top clutch pedal switch, and that it is connected! This is required for NTLS to trigger.

I checked voltage and took out the clutch switch and everything seems to be working fine on the sensors end. I want to see if I can log the clutch switch with evoscan and see if it's getting the signal
