Hmm that's a good one. A tune isn't really a thing, its information. The physical manifestation of the tune is in the ECU which is bolted on, so it checks out to me.
What is everyone's opinion about registering the car out of state such as South Dakota under a different name? South Dakota doesn't require you to live there to register the car and doesn't have any smog requirements.

Registering out of state, under another name, etc used to be pretty easy but, with the internet, all the info is out there and authorities have done a pretty good job of catching on. Loop holes are being closed on the regular, since it's no longer on the down-low. Yay internet
The FBO topic is certainly active on most forums. Seems like the general feel is that Cams are not considered a bolt-on mod as they are internal & make contact w/engine oil
Can confirm this, my Evo was flagged for state ref as well. I am the original owner, and I have gone through 4 smog checks WITHOUT a single fail. The last smog tech did not even plug his reader into my ECU, so definitely not flagged based on some ECU database discrepancy. The feeling is that CA BAR is targeting our cars, randomly selecting one for state ref. Anyway, just wanted to give a heads up to CA Evo owners.

No, the car was already flagged before I went in for smog check. My point is it seems like CA BAR is randomly auditing certain models of cars now for state ref.

Register the car there at that address as the physical residence and put the mailing address to your real home so that you can receive the registration renewal etc? Does the DMV check if this information is accurate? Being the residence address and mailing address is in different counties, does it matter? If they don't check, can you just randomly grab an address from the internet and not have to buy the land, etc?

You would have to verify the residence address most likely, if it's different than the one on your driver's license, either by showing a utility bill or some other bill.
But you would have to clear the referee flag first before CA will issue you a new title.
