Unusual Issue: 100% Duty Cycle at Idle

My car commands 100% duty on the injectors at idle to run at 12.5 AFR or so, and anything less than this it sputters and dies or runs lean. What's odd is it requires less duty with more throttle input, and happily makes 500 whp on E85 without leaning out. I've got a fully built Evo 8 with gsc sc2 cams running a Haltech Elite 1500 ECU with the plug and play kit. I've got ID1700s, Radium regulator + fuel rail, and a WB 450 fuel pump. The cars been completely gone through recently by a very reputable shop, new coils, rebuilt engine, etc.. so I'm leaning away from it being a mechanical issue after several were found and sorted out. I was having this problem before and after the refresh (which is incredibly frusturating). The injectors have been flow tested twice now, and happily make 500 whp after idle, so I'm hesitant to say it's an injector problem. Settings in the Haltech are correct, including engine size, base fuel pressure, and injector type. Base fuel pressure is good at 53 psi, and the battery charges at like 13.7V at idle so I don't think it's an alternator issue. Maybe some wack wiring job? I'm not even sure where to start looking save for buying some new injectors and testing those out (same injectors and cams before and after the refresh). Anyone had a similar problem?
