The Lancers are hard to squeeze power out of. N/A isn't going to net you much, and turbocharging a 160k mile engine could lead to some problems pretty quick.

Either buy a shortblock and slowly start collecting parts since you're on a budget, then get it built by a GOOD shop and do the turbo then... Or just move up to a better platform.

yes remap ecu...you can still manually control fuel, and timing, but why would you when you can be so precise using the computer, you can electronically advance and retard timing as well...
