Nothing is going to give you worthwhile gains, but if you want to make your car at least look/sound faster..

Black out mid bumper/grill and stuff if it's not already. (Vinyl or paint) (More aggressive look)

Limo tint is always cool, but also sometimes illegal lol

SRI Intake (No point in spending extra $ for CAI)(Make the front sound better)

Exhaust (Any axle back will do, no point in getting anything bigger)(Greddy SE is p much the best choice)(Make the back sound better)

At this point it should at least sound good enough to impress chicks who know nothing about cars so do what you can to make it look faster(cf hood, spoiler, etc) and call it a day.

Or from there you can move on to stuff like header, lightweight pully, etc, but really there's no point to any of that crap. Save your money.

Also turbo will give you reasonable hp gains, however it will destroy your trans so go ahead and give up on that idea right now.

Hope that helps. Search function is your friend.

Lightweight wheels and decent summer tires. One of the few mods that will actually make your car a little faster and it'll handle better. Kinda pricey though (easily $1000 for a decent set off tirerack.com).

Otherwise, what he said^.

You could always save your money and buy a project car....

If you're getting an evo (08-whenever they redesign them), that's something else to keep in mind. Some parts are interchangeable ... some aren't ... aka hood/trunk/interior stuff mostly. Some aren't ... aka bumpers/fenders/etc.
I think the general consensus is ... the Lancer is not a fast car ... but looks hella good!
I've got an SRI (CAI extra cost + DIY install effort vs gains and useful hp didn't seem worthwhile to me), want exhaust for sound, everything else is cosmetic ...

Just do suspension upgrades. Springs or Coilovers. That's it. Almost forgot since you have the DE get some Front Sway bar and rear end sway bar links.

Tint > CAI > Header > Exhaust > Springs > Rims

In that order. Now spend some money and get to work!
