your options are
a piggyback ecu which involves splicing into the ecu harness
an ecu reflash which tweaks A/F ratios. it can be reflashed back to stock. less likely to void warranty
Get a tune (ECU reflash).
I remember seeing a thread somewhere that a guy opened up one of those "chips" and it was just a resistor. So there's actually no chip/reprogram/computer stuff in them, it just manipulates the data that that the ECU is receiving or sending (I don't know which one).

^for the most part. Getting a tune for just I.H.E. wont really help you too much, if any at all. UNLESS, you get like a 3" exhuast going or something. Save your money for that tune after you've done serious work, i.e. turbo, PnP, etc....
