Govern Limiter
Yeah I am the same guy from Honduras and I have a `04 OZ Lancer 4g94 2.0 L Engine on my car I bought it in the US!!!! I use to have a 4G18 1.6 L Engine before but sadly it belongs to another now.
P.S. I think I fixed my gas problem, eventhough it might sound dumb changing spark plugs every so often does really make an improvement..they are not that expensive and I feel that my car is less of a guzzler (well if you could call it that)

In my project car,'92 Civic VX w/ d16Z6, its got a long-geared ratioed tranny. I can get to 85 mph in second gear before even hit'n the redline; and it's a 5-speed- like I need 4th or 5th.
Your probably getting only 20mpg because your revving the hell out of it getting it up to 100. The lancer is just not fast enough stock to pull over like 80mph. Ive got mine to 125 on a flat and the 132mph fuel cut on a nice steep hill. (with just an intake)

there is no governor that i have been made aware of, or any mention of it in the shop manual. top speed is right around 128mph (give or take a few). as for MPG-->there have been numberous threads on this so i dont know why we need another one

there is no governor. the car is drag limited stock to about 120mph. after some mods the car will be able to top out at 135mph before hitting rev/fuel cut. when my 04 auto OZ was stock i was able to hit 110mph before it had a really hard time pulling. sounds like something is wrong w/ your car from the gas mileage
