The throttle body determines how much air mixes with the fuel when it enters the engine. The RRM bored TB will increase air volume, thus providing a small, but noticeable gain in power.
If you go with a turbo, you will not need a turbo timer. The turbo timer will allow you to turn your car off and walk away, but the engine can still run. After a set period of time, the engine will shut off.
This prevents oil caking the inside of the turbine, which is caused by shutting of the engine after a hard or extended run without a period of idle time. Oil lockup is very damaging. If you don't mind sitting in the car for two minutes to let it idle down before you get out, you won't need a timer.

The throttle body doesn't determine how much air mixes with the fuel completely. This is due more to the ECU. What the tb does do is allow more air in and allow more air to be mixed into the air/fuel mixture.
