the pulley goes on the front side of the engine on the outside and it is linked to the timing gear i do believe...if you remove that black plastic thingon youre mototr that is int the middle of all that fan belt mess...you will find the crankshaft pulley wheel...tada

since dohc have 2 of them our sohc will only have one...and companies claim a 12 to 14 hp increase with these new lightweight pulleys...

I'm pretty sure you're thinking cam gears, not pullies. Pullies spin off your cam gear(s) spinning your belt. Maybe I'm just misunderstanding your description though.

Pulley kits are one of those 'must' mods for our under powered engines. I have AEM pullies on my Eclipse and plan on pullies for the Lancer, since that Moroso alt. pulley is only 50 bucks I'mm probably go ahead and pick it up.

For fitment issues, I have a dremel. No, if it doesn't fit right, I'll just return it. But it did say all Mitsu models. And all the other models have the same part and part # listed. But I will let you all know how it goes, if it goes on good, I'll post pics.
