Are front wheels supposed to spin freely?

I just recently rotated my tires and I notice that my front wheels are not spinning freely. Is this normal or gotta do something about it?

If your car is in neutral and the wheel is in the air, you should be able to rotate the wheel with your hand. It's not going to sit there and spin, though.

Sorry for not making it clear. When I had my car jacked up in the air, I tried to spin my front wheels and I noticed that it's a little bit hard to spin it.

it should spin will little force put on it. did you leave the car in gear?

The front tires should not FREELY spin, they should only spin when you give them a small amount of force but not freely, theyll come to a stop rather quick.

Yep... and the size/weight of your wheel will affect the spin too. Heavier wheels won't sping for as much time as lighter wheels would.

They spin about as freely as the force of gravity acting on a 40 pound object (wheel/tire combo) spinning on a bearing will allow.

If that makes sense.
