I was curious if to start out on a stock car that an ECUFlash to my OZ Rally would be a good start. What would be the outcomes of it? Would it be worth the money? how much does it usually run? who would you send the ecu to, or is it something I can do at home?

Keep it stock and have a respectable daily driver. Then save your money and buy a performance car.
Trust me, i've been down that road before with my old civics and integras back in the day when i was young. Not worth it.
OZ rally is what 115 HP stock? Definitley would not be worth it to modify. By the time you do all the street legal mods onto the car and possibly rip out the interior and replace some sheet metal with carbon fiber. You will have spent a fortune and it will sound/look awful. Not to mention your car will still be slow. also all the resale value will be down to nothing.

I'll probably just make this one a show car, and then go for performance on the Evo IX I'm lookin' at....

Yea, it's just not worth it to modify it. Only thing you can do is add some forced induction which will not keep it legal. Considering all the street legal mods, you will spend a fortune just to get it up to 140-150whp. It's totally not worth it considering even some family sedans will still beat you in a race.
What do you consider, "haulin' ***"? Like a 15-16 sec 1/4 mile?
Well considering they are 4 cylinders without very many modifications, yeah only 12-14 seconds. 1/4 Mile
My buddy drives a 2004 Suburu Impreza WRX 1.8T, and he hits an easy 12 on the 1/4 mile.
My honda stock, merely goes 60 mph, in about 10 seconds, so it's no feat. But... I was hoping there were chances of me soupin it up.
Otherwise, I have a 69 Chevy C10 with a 305...

why do you want to make an economy grocery getter fast? if you want a fast car its definately not a lancer OZ or a honda accord...can you? yes you can...it all depends how deep your pockets are...but why would you want to? You want a fast drag car...get a mustang 5.0...cheap to mod and can make it fast for the track...or just save a lot of money and get an eVo...eitherway you will spend a lot on performance parts plus labor to make the OZ comparable as to other faster grocery getters...so its stupid to start with...

i vote for the evo8/9 although not meant to be drag cars the 4g63 is one of the strongest blocks out there, but be prepared to dump $$ when it comes to modding and maintenance/insurance isn't really cheap to begin with
Hmm.. But do you think that $25k is worth it for almost 60k miles, and an 03 probably 90% stock?

EDIT: The Kelly Blue Book retail value is booked at 24k Maybe he's in the right ballpark range. I'll have to look further into it and see what it's got for upgrades other than a partial carbon fiber spoiler and what not. It's a nice car don't get me wrong if I had $25 grand, I'd buy it no questions asked. But, seeing as how I don't, I want to see how far they're willing to negotiate.
