3rd HVAC gear binding (Heater box)

3rd HVAC gear binding (Heater box)
I just did the updated gears and cable for the hvac on my 2002 oz lancer. Unfortunately the 3rd gear that is secured to the box is so tough to spin that the 2nd smallest of the 3 gears ( the one with the "C" that mates with the nipple on the 3rd gear) is popping off the alignment. Am i screwed here?
