Hey all, was looking to identify what might be the source of this whine that I've been getting for a while now during low speed. 15mph-1mph. I really mostly notice it while decelerating towards coming to a complete stop.

It only does it when the car is moving and it doesn't matter if I put it in neutral or not. Turning the steering wheel doesn't affect it, The A/C system or heating being on/off doesn't affect it either.
What could it be?
