I just bought a 2013 lancer GT. I love it. But not quite
satisfied with the measly 167 HP. I'm looking into air
intakes/filters, exhaust, chips. Etc.

But I was wondering if it would be safe to turbo charge?

 

Road Race Motorsports has a kit that you can purchase that is all inclusive. Has everything you need to go boost. It a bit expensive though. I hate to sound like a broken record but just save up your money and get an Evo. Also, the kit is only available for manual tranny, I believe they may have one for the CVT but it is a very limited power output due to the limitations of the CVT.
