I know that because I raced him with my bone stock 91 Honda Civic SI that runs 16.8@84(bad clutch and full tank of gas, middle of the summer in Tucson and 3100 Feet elevation)

hmm, interesting, ill probably run slower than that then if i got 18's. When i ran at speedworld off jomax in phoenix i ran a 16.98 a 17.08, 17.12, and a 17.02 but at the time i had 15 inch wheels on falken azenies (nice gripping tires), stock exhaust, generic short ram, now i got the aem cold air, with the 18's and apexi muffler. I really dont want it to be fast, i really like show but then again it would be pretty sweet to be even just a little close to 14.8-15.4 range, but i dont know if i can achieve it with the mods i want. I was thinking my cold air, full greddy exhaust with rrm header, rrms intake manifold and throttle body, motor mounts, crankshaft, pistons, cam gear and rods. but i dont even know if that will put me in the range im looking for
