Asking all Lancer owners with paint issues to please read.
well i got some good new from mitsu yesterday i went in cause they had a rep down they looked at my car came back to me and told me that they would paint the hood (which doesnt cover everything but a major part of it) so when i get my car back wednesday it shall be paint chip and rust free on the hood
2002 Yellow OZ, 38,000, chipping on sideskirts, chipping on various parts, not bad, especially with the mialeage. Just for the record thought, when I bought it it had a rust spot coming up through the paint on the roof. This is before I even took it off the lot. Dealership fixed it but Im not surprised the paint is going so quick.

I finally got a chance to meet up with the District Rep. Here is the outcome:
I will be having my hood & bumper painted and have touch-up around the door jams/other areas that have chips. + a rental car while it's in the body shop.
At first he just wanted to paint the hood, but I negotiated for more. Here are some tips if any of you are going to go talk to the dealer/district rep:
Clean/wax your car!! (shows you take care of it)
Dress well (gives you more credibility, leave your baggy pants at home)
Speak intelligently and don't argue
They will tell you that chipping is normal, which it is, but focus on the quality of the paint and chipping/fading in abnormal places. For example, I kept telling them that I have a '90 Accord with less paint chips than this has. I also provided the rep with all of the posts from this thread to show them that it is a problem.
So . . . . . my problem is solved, now go solve yours! Later.

same here, mine is a 02 with 29k, and both my side skirts have chips...
