Help me pick my rims...

ok so i came up with some $$$ and want rims for my white 08 lancer but i cant decide...here's my preference 18s, no black, love yellow, mesh, fat lip, cheap. ive been looking about i cant find what im looking for. all i see, and everybody has them, black! looks good on certain color. few other questions, if no can help me pick rims.

stick with 18 or go with 17 to save money on tires?
1) whats the bolt size, offset, etc?
2) if i go with 17s and larger tires will it bring the road noise down? if i stick with 18 with bigger tires would that help?
3) price difference between 17 and 18 tires

appreciation in advance

Not sure if it's the right lug pattern, but I'd love to see these on your white Lancer... http://cgi.ebay.com/ebaymotors/WEDSS...QQcmdZViewItem

17's - for ride quality and greater tire availability.
