if its on the glass part of the mirror try this stuff.. I got it at pep-boys I think, its called Strip It, made by Wiper Mates.. its like rubbing compound for glass. it worked for me with my old Bronco that had some scratches and stuff in the glass.

NEVER USE A RAZOR BLADE ON PAINT!!!!!!!!!!!!!!!! I DONT CARE WHAT YOU ARE TRYIN TO GET OFF NEVER USE A RAZOR!!!!!!!!
What I do suggest you use is a little carb cleaner and some liquid glass to top it off!

if its on the glass, then the razor idea would work.. just takes some time sometimes cause of not wanting to scrape up the plastic around the mirror edge... we seriously need some replacement mirrors for the lancer, like the blue tint stuff..

Before the razorblade, try and find some BonAmi cleanser in a grocery store - it's in gold can with a baby chick on it. Dampen a sponge, wet the mirror glass, sprinkle a little BonAmi on the sponge then wipe back and forth / up and down. With minimal elbow grease, the water stains/spots should be history.

BA is clay based with no silica or abrasives. GM has been selling it for years to clean windshield exteriors.

I use the Goo Gone soap for small areas of spots. Not to much and voila, the spots are off. Need a longer hose to attach the water softener.

for the glass ... i used ultra-fine steel wool and any quality powered waterspot remover - add a little water and wah-la ... good as new. takes a bit of elbow grease but you'll like the results. respect.
