if all you are buying is springs you should consider the Eibacj prokit which can be found at www.roadracemotorsports.com. it is the best spring for your money.

I don't think the eibachs fit the es. We're pretty screwed on the springs department in terms of choices.

H&R because of the drop height. 1.5 is ample for the Lancer. I would also be carefull of anything more then a 1" rear drop. not sure about the 1.4 in the rear though. Seems a little too much to me.

Ground Control.

I know they fit on the 02-03 ES, not sure if they will also fit the 04 ES. Of all the options, I would highly suggest getting coilovers because of the adjustability. That way you can decide how much drop you want in the front and rear instead of being stuck with a certain amount. Nothing would be worse than dropping your car too much and risking damage to a perfectly good kit!

Another thing to keep in mind also is that the amount of drop listed for the springs might not be the final amount of drop that you end up with 2-4 weeks later once the springs have fully settled. I know plenty of our club members that have both Progress and Tein springs and it drops their car a lot more than the listed amount.

From the website - .5" to 3". Retail is $399 but I just saw a thread with someone selling em for less than half that.

As for ride smoothness it's a little bit stiffer than stock but far from uncomfortable. I've got my car lowered about 2" and the stock struts have held up fine for over a year.

I have used H&R springs before from the amount the ones you mentioned lower your car I would guess they were the street springs ( I had race springs about 2.5" drop) they were very stiff but handled great performance in the corners improved greatly and other than camber being messed up ( I should have got an camber adjustment kit) I had no other probs with the springs themselves. For performance they have been the aftermarket springs I have used.
