Well, I don't think he said he wants to go to higher RPMs - he wants to get to the higher end of the scale quicker.
Basically, how much money is then how much you want to spend. Any performance mods will by definition get you to the topend quicker - that's all about torque and horsepower.
Intakes, exhausts, headers will all help get more power, in small increments. A turbo or supercharger will help a whole lot more, consequently costing more (although a supercharger isn't yet available).
It's all about what you want to spend. Browse around a bit and you'll find what you're looking for. Ask a more specific question and you'll get a more specific answer, but this question basically boils down to "How much does it cost to improve performance?"

actually i believe he is looking for taller (or shorter) gears to allow him to hit the upper RPM's faster than stock, i would imagine to get into the power band faster thus increasing accelleration. You may also use lighter pullies to do this but to date I have heard of few people doing that and no prices being slung around.

From the sound of things he's talking about changing gear ratios. It'd be expensive. There's a reason tranny techs are among the higher paid in the automotive repair/tuning industry.

See, first thing you do is before you start a race, you go to settings. You push right until you get to drivetrain settings, and then go down to gear ratios. After that, I usually go to individual settings, but, you might go to the auto set option...
Oh wait, this is the real world, not Gran Turismo...
