back to the original post, what you're looking at to the right of the oil filler cap is the pcv valve.
there's no doubt i think you can put an inline fuel filter. from the tank to the engine bay is mostly hard piping. but in the engine bay is a good amount of rubber hosing you can probably alter to fit in a fuel filter. you can probably base something off this website http://www.stevetek.com/R-FuelSys2G.html
how useful the service manual is depends on what degree about the car you want to know. it shows you how to replace everything. gives you torque specs and a bit of information about sensors and the electrical systems. unfortunately, there's no technical review manual out that tells you how everything works exactly. but if you plan on doing all the work yourself (ie clutch job, transmission, rebuild) it's a good thing to have.

^^^ Plus they can be had on eBay for about $24 shipped on CD rom (in Adobe PDF format). Best $24 I've spent on my car in a while

yeah. i bought mine on ebay. its was 20.48.. got a pretty good deal on it.. hopefully it helps me out. I'm going to school for auto technology to learn to program ecus and all about diagnostics.. so hopefully i'll be able to do all my work myself from now on..
Ok, so if there isn't one, what is the thing that I saw at PepBoys? It said fuel filter, and it said Lancer......and it looks like the thing that goes into the top of the manifold, to the driver's side of the oil filler cap.....anyone??? Now I'm confused!
the nozzle-looking thing is your "positive crankcase ventilation" valve (PCV valve). It recirculates some of the gasses in the head to the intake. There's no fuel going through it.
^^^ word. But even that's a little small for a fuel filter oh well, it's not what you're looking for anyway.

Fuel filter is usually located about halfway between tank & fuel rail, I would just put car up on lift, and follow fuel line from back to front. Some cars have it close to fuel rail, my civic was like that, and my truck it is on driver side around 3rd door. be careful when you change filter, you depressurize system completely and have a lot of clean rags to wipe your face, when i changed the truck one, I got fuel all over my face and it really burns.
yes it does burn. I had to change the fuel filter on my 99 cavalier. couldn't even blow through it.. lol.. it was pretty bad. i'd go with the theory that the mitsu lancer doesn't have a fuel filter.. rhyzin seems like a good enough guy to trust on the situation..
nah. not necessary. they have some sort of small filter that works with the fuel pump. Its not really a filter, but it does a small amount of the filters job. At least thats what I understood from reading about fuel pumps for the lancer.
