PB ECU help, can't get front plate removed

In the install instructions for the PB ECU it says to pull the plastic cover towards you to expose the wires. In my car there is a metal plate that has three bolts in it and that metal plate is "snapped" into the plastic box behind it. I am assuming that black plastic box (on the left side of where the glove box would be) is what I'm trying to get to. Well, I've tried jamming a screw driver in between the box and the plate and trying to push the plastic tab down but it's build into the box, it doesn't move. Am I even going after the right thing here? What's the best way to remove that plate, if that is where the ECU is?
