Engine "running rich"?

When I was installing my RRM intake with my friends Dad we came across the following....

He says that when he has seen this before they were always clean and that considering mine is so dirty with only 3k miles on my car it may be "running rich" and may need to be looked at and adjusted by the dealership. Is this normal?

I believe I read somewhere that both the Lancer and the Evo are factory tuned to run rich. Interestingly enough, the EVO X FQ360 is leaned out and the turbo is detuned, and it makes 60 more ponies. It would be awesome to get one of those goliaths here. Too bad its only available in England. If only would import...

I guarantee you that the FQ360 still runs rich, by definition all turbo cars run rich, far richer than NA cars. It's completely normal, my old lancer ran rich as well and it seems like all factory cars a bit rich as it's generally safer than lean.
