why is my fuel pressure only @ 29 psi???

hey all
my fuel pressure on my rrm turbo lancer is only at
29 psi at idle and not 38 like it is supposed to be?
how can i raise it? i have a vortech fmu and upgraded
fuel pump on it but it is still low and runnin lean under
boost

make sure power and ground to the pump haven't gotten messed up when installing the new pump. voltage variation affects fuel flow of the pump. i dunno if the vortech is adjustable or not, but maybe it is?

and also check the vacuum hose from the fmu or fpr to the intake manifold. this affects fuel delivery on boost.

pulled off the vacuum hoses and they all were fine and were suckin good so no problem there when i pulled the pump today to see if anything was wrong i didnt see anything out of the ordinary and the connector to the pump was fine i dont have anything really to see what the voltage and such is on the power so i cant check that
