Fuel pump not turning on when i turn key to on. Checked the power and ground on the connector top of fuel pump but no power is going to it but ground is fine. Fuses and relay all check out good! Whats next to check?

 

There are two relays that control the fuel pump on the fuse box on the driver side under the dash .

 

i know,, i swap them with the horn relay and the horn still works,, so i don't think it could be it rite?
