fuel overflow when filling up

fuel overflow when filling up

haven't posted in some time, i blew up my original 2002 OZ years ago and recently was gifted a "new" one by friends and am working through all the fun stuff associated with a 24 year old rustbucket that came out of a yard. 1/2-3/4 tank seems to be alright, but when filling the tank completely i will experience a pretty decent fuel overflow before the pump cuts off--it goes without saying they are starting to really love me at the gas station nearby.

i replaced the entire neck assembly yesterday, but upon getting that out of the car i was not convinced there was any issue with it aside from it being old and corroded, with how stuck the lines all were on it, there was no way the leak was coming from any of those, no holes or anything anywhere in the assembly. i hit the gas station earlier this morning to see whether the new neck would solve my problems, and it did not.

there are intermittent P0455 evap codes which i haven't been able to track down and i can only assume there's a connection here. jacked it up when i got home to poke around and it's strangely dry underneath for the amount of fuel lost at the pump. there's a little bit of fuel on the frame, and a little spray on the bottom of the tank from the drive, but that's about it. the only odd thing i've been able to come up with would be this hose tucked up behind the fuel tank, fuel marked, connected up to a hard line. friends and i believe this may be a vent, and it seems like too small of a line for the volume of fuel that spills.

open to suggestions because i am stumped here!
