Define "bark" and maybe we can make a diagnosis. If you only have 600/700 miles, you don't need new plugs I can tell you that right now.

if you drive a manual it could just be that your clutch plate isn't grabbing like it used too....but after 600 miles...seems unlikely, unless you ride your clutch hard

u gain any weight in the car i can do it still fine tru 2nd depending on pavement and if its wet i always can but when i added 3 subs it made it harder since the lancer has an open diff most of the torque / spin is on the right tire thats why it puls hard in a redline shift thru 2nd make sense? didnt think so. p.s. my car still does it after 5000 miles

1 thing to consider is that the tires are new and when tires are new they are more prone to "get off the ground". Well hard tires anyway, so if you want an easy chirp, buy some new tires. or just put a lil' armor all on them.

I still don't know what you mean by "bark".

bark as in 2nd gear chirping the tires? If so, it all depends on the driver messing with the clutch. People are know to do that in 2nd and 3rd gear for just a show of power.

stock tires are harder compound and have the tendency to slip.

It's doable if you just mean chirping the tires. The new tire thing is true though. Low miles tires chirp a hell of a lot more than ones with a few grand on em. Your clutch and shifting techniques should have as much of an effect on it as the tires though.
