Looking at the picture, the lights are at an angle and you can see an extra set of wheels under the STI, there is a cop car behind the STI and that's why the lights appear to be on top of the car.

Exactly, those powers not expressly given to the Federal Government fall to the states...I didn't see mention of LE vehicles in the constitution but I may have missed it.
we have decked out new mustangs(04,not 05) here in spokane that have systems, exhaust, wheels.. the whole nine yards. And they are all GT's too. We even have a focus(not svt) and a windstar. The mustangs are tight though, they show them off at the car shows here, and when the pull you over... he he
yea, here in duluth we have a lot of different cars. dodge durango, chevy astro minivan, dodge intrepid, pontiac grand prix. then in the gwinnett pd there are impalas, expeditions, intrepids, and more.
in milwaukee i have seen a cop in a corvette. They prowl (as usual) around common "crusiing" streets. At lights the y will even rev the engine or attempt to get other to race. Then simply dont launch, flip on the siren, and give a ticket. I think its insane, gotta be some law or ordinance against that sh*t if a cop provokes you
