Some regulation is not a bad thing. Too much creates barriers to entry and reduces profits. There's a balancing act. The studies the article cites present the alleged offending chemicals as being "potentially" harmful and "possibly/sometimes" making its way into rivers, etc. I love making laws based on things that aren't concrete (/sarcasm). Being ok with all of these small pieces of legislation that seem innocuous will inevitably lead to us not having a viable hobby. (in b4 the slippery slope isnt real)

I can't remember any time CA has cracked down on anything "with the exception of...".
This state loves nailing everyone they possibly can. I can definitely imagine any crazy laws/bans being statewide, for all.

If you think they would go after only street-driven vehicles and not sweep us all into the same net, then you may be in for a surprise.

For what it's worth, I went out of my way to keep a high flow catalytic converter on my car.
I bet some people even use leaded gasoline at times. We should probably un-ban that while we're at it.
I understand there are ideological things going on here, but it's downright silly to think that requiring automakers to mind the externalities of their mass produced products is unthinkable.
Had GM cared about this, they would have quietly fixed it in the decade between when the regulation was decided and when it went into effect. Given that there are only a few months of orders for specific models from one automaker impacted and apparently every other performance automaker had no problems adapting, I doubt it's some sort of onerous regulation.
