I should be able to avoid CEL using non-foulers to pass emissions, but not if they do a sniffer test. Has anyone in MD been able to pass inspection w/o a cat? How'd you do it and where did you take it for inspection? Do they do a visual inspection to search for a cat?

Nope, they use a mirror ( when they feel like moving their arms ) a sniffer and check CEL.
In short, you will fail.

Mmwwhaaaaaa! I've passed both! It's wonderful what $50 bucks will get you  I'm sorry that I can't tell you where to go, but I'm sure I didn't find the only underhanded, underpaid state employee.

 

I passed w/o one and without ahving to pay anything extra. MD no longer do sniff test only plug to the computer. The only way to fail it if they look under the car which they haven't done in my last 3 emissions test.

 

I passed last two inspections with testpipe on. I went to one in Owings Mill and picked station where lady was doing inspection. No visual/sniff test at all.
