2.0L for road racing???

If you're talking about real road racing, as opposed to just doing HPDEs for fun, the first thing you need to do is get ahold of the relevant series' rulebook, and figure out what is allowed ... and either way, I'd focus on suspension and brake mods first, if allowed, before looking at power.
My car already has Wilwood BIG brake kits, front and back, WORKS springs, RRE rear sway and I will be getting some good CO and other suspension mods soon.

I agree with this, problem is I already have power (FP BLACK), and need a built motor so I can have peace of mind while on the road course, because my current motor has 122K miles on it.

At first, Ill be doing alot of HPDE's and then moving up to doing TT and may also find a class I like in SCCA or NASA and run in it. I understand whatever TT event or SCCA/NASA class Ill be running in will have rules I have to follow.
I guess, what I meant by my question in the OP, is "are there 2.0L track EVOs that set lap records, win time attack and win championships?"
I guess my reasoning for the questions is that if the 2.3L has more low end and is supposed to be better for road racing, do 2.3L set all the records and win all the event, or are 2.0L still competitive? (The exception of course, is the classes/events where you cant run a 2.3L per the rules.)
i cant think any other race where you really need that low end unless its autoX or Rally, where the 2.2 and above, will give you any advantige over the 2.0 l.
Any other races if you need that low end, is the results of miss judging of the gear in that particular the turn or too early shifting. So neither is a set up caused issue.
Only reason is why in rally you need some displacement help, because you are greatly restricted, and also no power on high rpms, so you need as much engine as you can have.

Well how much W2W/Time Trial seat time do you have is the question. Power cant make up for experience and skill, I would take your setup now, get some seat time then move on to suspension mods and brake upgrades first untill you find your rhythm, then by all means if you need the extra power go that route.
The Black will already put you into a class where you will be classified by your weight and power levels, so to be competitive in those classes, you will need MUCHO weight reduction, coilovers, slicks, EVERYTHING. IMO, 2.0 and 2.3 would need to be decided after you get everything else up to speed..
