Would this be considered a lip or a splitter?
depends on how the rule is written for the club that you compete in. according to nasa rules, anything that extend forward beyond the oem body work is consider a splitter. and actually, your APR lip will be considered as a cannard also since it's not flat according to nasa rules.

the diveplanes are held onto the bumper by two self tapping screws on each side. The rules for a splitter and canards aren't "clarified". If there is an issue, normally the tech inspectors come look at the car and all make a decision if w/e it is flies or not. Here's how it looks when its all together:

the profile of the APR lip is not flat. it has a "ramp" which would be considered canards. and it also extend lower than oem lip which would be front facia. and it extends forward which would be considered splitter. if you were running with nasa, you'd get protested for all three 

ive seen lips/airdams listed differently in about every damn organizations rules. either way, the apr piece is a lip, and without and flat tray extending rearward i see no way it will make an appreciable difference in front grip.

W/out at least 4 struts, that splitter may not live. Just lost my APR at the track. The 2 struts were torn free from the bumper cover. Learned my lesson

I ended up running the splitter over and it did not even crack
You have to use different rods than what APR supplies and mount them at a different location as well
The lip that held the splitter above had 10-12 rivets and probably 25-50% more screws holding it onto the apr lip as well, so it was very strong.
