Yes. Just buy a rally car. Get one already prepped. Don't build one yourself. Don't go for the fastest car either. Get something inexpensive with plenty of cheap replacement parts available. Then start of with rallycrosses and TSD rallies. Learn the handling of the car and the way to read routebooks. Then when you're comfortable, get into clubrallies. Don't go out to win the first time. This will be the first real test of the car. Once you prove yourself in clubrallies, your seed will be high enough so you will be able to compete in prorally events. Once there, you need to prove yourself, and get good times and then you can bring this to sponsors. Getting sponsorship is very tough in prorally.
Then sometime before your first clubrally, you need to get your license. Last I knew it was $60 from SCCA.
My experience in this is I helped my friend build a rally car from scratch. Yep, big mistake. All the money spent could have bought a proven rally car. He raced it in a few events and did OK till he DNF'ed. So buying a prepared & proven rally car is such a good idea.
It's alot of work, and alot of money, but there is nothing else like it.
