Figure I should start taking a peek in this section since I'll be moving to Texas shortly. Don't have an Evo but there's a chance I might rectify that in the next year or two (unless another car catches my eye).

2011 WRX is better than STI when it comes to 0-60 but other than that the STI has better brakes, better handling due to better breaks/suspension stock. However if you are going to mod the WRX not point in getting the STI except to have an STI. There is an 8 grand difference between the two which that 8 grand is a lot of money that you can spend on the WRX instead of the STI and end up having an WRX that is wayyyyy better than an STI and still not cost as much lol.

She has a WRX and says when she replaces it she wants it to be an upgrade
Fine with me, would be awesome to have an Evo and STI in the garage! She's already working on her mod list, probably very similar to how she has her WRX currently modded.
