Allow me to educate you, if you want to adopt a "newborn baby" you will be paying. We used a local adoption service, it was Approx. 28-35 thousand. My son is adopted, he is now 3 1/2. So I am someone who spent money and adopted a baby from this country. I am also adopted, 40 years ago it was a lot cheaper but probably relative to what things costs back then versus now.
The only "free" situation is if you foster / adopt a child, who is not newborn. My wife and I wanted to raise a child from the start, we brought my son home when he was 3 days old, so we chose the adoption service. It was the best experience and still is the best thing I have ever done.
