because they CAN'T lock you up for a traffic violation (exceptoion being dwi), especially if it isnt even a moving viloation (which tint of course isnt). Now of course if you give them a real hard time they can take you in, but again they have to have CAUSE and refusing to let a cop scratch your tint off with a key is not cause.
Gee, this is news to me. I have been arrested for speeding in California. Asked me to get out of the car and handcuffed me and chucked me in the patrol car. Had to post bail before they let me go.

This was for running a steady 100+ in a 55 at 5 o'clock in the morning. It apparently took him almost an hour to catch up with me. He was shaking when he came up to my door.

Some cops are good. Some cops are bad.

If you ever met a bad cops, there several things to remember. PATIENT !!! CALM!!!. Remember the office badge no. and ask where he stationed. After the incident, drive to the barrack and ask for a higher rank officer and report the incident. Fight for your right. If this is not enough, there is always a non-profit organization that will help you to fight your right. Approaching your congressman or any politics person also helps.

as i said, it may be different in cali.
although i doubt it.
However you should remember that depending on your state a certain speed over the posted limit (IE 30mph) will automatically get your licensed revoked and can be bumped up from a simple violation to a misdemeanor, which will get you arrested.
