Turbo in MD?
You could always go to a junk yard, find a smaller turbo, get it checked out by a qualified shop and perhaps find a place who's done turbo installs or maybe even just turbo maintenance to see if they could possilby install one. This is all a suggestion since I'm really doubting the likelihood of you finding a specialized shop for Lancers. Be prepared to spend at least 4K though for proper tuning, installation and maintenance.
Junkyard turbos courtesy of SCC:
Garrett T25 - 2G Eclipse
Mitusbishi 14B - 1G Eclipse
Garrett T3 - Saab 900 Turbo
Toyota CT26 - Toyota MR2
I listed the ones you'll probably be most likely to find. Good luck.

A turbo is much more than some piping and a turbo
Go order a kit, any shop should be able to do it. How about TurboXS they are in maryland? They even have a dyno to tune your car on. Even Rallispec in southern Jersey could do that. They definitely know their ****, people come from all over NA to get work done there.

My advice to you is to wait for the Road///Race Turbo Kit. They have installed a turbo system on 3 cars already and know what needs to be done. If you get the kit you can have a shop install it for you and Im pretty sure Road///Race would be there if you need to ask a question about it, etc. Mine is running great and fast and if you wait then it will be worth it. trust me
Turbo speed?
So Boni how much faster does your car go now? I mean top end. I'm going to get a turbo, but I really need to save up the money first. Also, I'm waiting for the Road race turbo too. I didn't push my car too hard but I got it up to 115 with just a cold air intake. The car really losses acc. after 3rd gear.
I just purchased some steel. I'm going to a junkyard to find a t3, most likely off the old TC Thunderbirds, or if the guys at East of Sweden Saab will let me back in I'd grab one of theirs, I'd like to go either t4 hybrid or str8 up t4 but they're harder to find. The turbo will probably be one of those over the fence payments. Then I know of at least 3 tig/mig welders and they should help me test fit the downpipe and manifold after we get an idea of the dimensions. Hopefully I can get by for about 1500 after the oil lines and everything is said and done... (Crosses fingers)
