To the OP, welcome to the group 
I guess it depends on how you look at it. The car comes with a stock boost controller which is controlled by the ECU (and thus the tune). The stock boost limit tables have built in taper. Simply by changing those limits even bone stock you can run more boost particularly in the higher rpms.
If you don't consider the restrictor pill to be part of the stock BCS then you can also change out the stock pills (very popular before the 3 port really took off) which is another way to not install a 3rd party boost controller and still run more boost off the tune.

Thanks for the info codgi! Yeah i will definately have to check out some exhausts at the next meet!
The srt-4's are pretty responsive to mods but the stock turbos are small so even getting 300 fwhp on the stock turbo is pushing it pretty hard. Now torque is a different storry I think i had like 340 ft-lbs of torque.

There will be a series of articles coming out in Modified or D-Sport shortly that show exactly what each stage of mods are. For reference we had the highest horsepower stock Evo IX I have ever seen for the test at 266whp. Typically they are more in the 250 range, however this car picked up 8whp PEAK and a ton everywhere else as well as significant torque. That was stock with nothing more than a tune on a car that was already ahead of the game. There are other things that are gained at the same time, mileage, driveability, etc.
Every car is different though, so yours if left completely stock could gain more or less....wont know till its on a dyno. As far as parts, avoid Ebay for anything that has to do with the piping, intake, cams, exhaust, header/manifold, ignition, gauges, boost controller, etc.

Yeah looking foward to meeting you! Well my evo is definately not mint, it has a ding and touch up spot on the trunk etc... I am hoping she will treat me good though!
Yours looks alot closer to mint than mine. I need to do ~20 hours of paint work and get a few parts installed just to make it run right (or safe).
Ebay is awesome for selling used parts, or in the case of those that buy the Ebay special performance parts that seem so popular keeping me working. By that I mean selling the right parts later, fixing the problems with the ones I see, etc.
