Registering Toyota Starlet (no title) in Washington while out of state...

I currently own and operate a car in Utah that I bought in Utah and registered in Washington years ago. I had the title so I don't remember it being a big deal.
Probably heading home to Brier in a year or so but for now being out of state is great for emissions on my fun mitsu powered car

I was in the Philippines last year and wanted so bad to buy a Starlet and ship it to the US even though that is a terribly stupid idea.

Friend here has a running Toyota Starlet that won't pass safety here (cracked windshield) but since Washington doesn't do that kind of inspection, no big deal. Problem is it is no title. The plate says it has not been tagged since 2003!
Basically a free car. He says I would have to apply for a title but I don't really know how crazy that would be when doing the same out of state registration that I did before.

Toyota starlet just drives me crazy with car lust. 50mpg as it sits, and I would love to put a 4g6x or 6g7x motor (plus megasquirt) into it someday in the future since I am not a toyota guy.
This car weighs about 1400-1500 pounds and is RWD. My friend is a 2jz guy (drag cars and turbo 4 runners etc) so I know what he wants in there lol.

No title type stuff is not my cup of tea as it always seems shady.
I guess this car was passed around by people thinking about building a drag car and has almost gone to the crusher a few times. I am amazed it runs after 7 years of not being registered. In this state plates belong to people and not cars so I don't know if the plate on there even belongs.

If it's 25 years old or older, you can register it no prob. If it is newer, and the car was never imported for retail (even under a different name), and has never been GOV crash tested, then I'm about positive you can't have it legally registered, not without great expense.

There is an exception though, I have a friend with a JDM CRX, original japanese title and all, and he does the 3 day temp registry on it when he wants to drive it. You can do that, or register it as a race vehicle, and never legally drive it on the road.

Look into it further, because I'm not 100% positive on all of that, but I've done a lot of research over the years (everyone dreams of a Skyline lol), and thats what I've gotten out of it.

WA State is also fond of their "3 Year - title in doubt" rule. You can register the car in many cases, but you won't get a title for 3 years while the "real owner - if there is one" has a chance to file a missing vehicle claim or such nonsense.

I know... I'm living "in doubt" on one of my cars now

RWD starlets were sold in the US from 1981-1984 and are pretty rare here, but very plentiful in other countries.

I think its a 1981-82 but I didnt look. So its about 28 years old.

Hints on the 25+ year old car thing for the 3 year title mystery? I would be okay with it being a mystery car or any other way.
I am gonna have my friend send me the VIN (lives an hour away now that I moved) and I have a friend who can run the VIN with the state and get better information then Carfax.

I have heard that many states dump titles to cars that have not been registered in 5+ years.
This one is looking like 7 years unregistered.

Title application for Washington has a spot for the registered owner to sign (in front of a Notary!!)? Do I need a different/special form?

Got the Starlet a few days ago. Now I have the fun of needing to replace the keys with the toyota key code (friend's neighbor's brother had the car keys, gave up on the car, keys are probably gone) but no title. So I guess I have to go about doing the "ownership in doubt" before i can get any keys, hope I don't have to wait 3 years for keys.

So I think I have to get the Washington State Patrol inspection, then get some papers from them so i can do the 3 year registration.
